Does the Fish Wrangler RLC boost really work?

According to Fish Wrangler, the use of Red Love Chum (RLC) increases your leveling speed, decreases your travel time and is supposed to provide a catch rate "boost" for your quests. We have seen concrete evidence of it working for leveling and travel times, but are skeptical that it actually boosts catch rates.
